Introduction

The quarter-century following the passage of the Enfranchisement Act of 1857 was exceedingly difficult for the Confederacy Council, with a steady erosion in its powers of self-government. New legislation and the Indian Department’s increased interventionism made its management of reserve affairs far more arduous. Although the reform movement led by Isaac Powless had failed, pressures from the community on the Confederacy Council built up and became polarized. The Longhouse people wanted the Six Nations’ governing body to retain its traditional form, while the increasingly influential Christians often considered the council too conservative in its policies and procedures. The increasing dissension occurred at a time of general prosperity as the new agricultural economy became firmly established.
